BackgroundThe Norwegian Red Cross (NoRC) is a member of the Red Cross Red Crescent (RCRC) Movement and carries out humanitarian activities to alleviate human suffering. Our work is driven by the seven fundamental principles of the RCRC Movement: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.One of the objectives of NoRC’s international programming is improving access to healthcare services for vulnerable people affected by crises, where services are insufficient or unavailable. We work with RCRC National Societies to provide integrated essential primary healthcare services to affected communities through fixed primary health facilities, mobile health units and community outreach activities through Community Health Workers. This includes provision of maternal, newborn and child health services, referrals to secondary health facilities, provision of sexual and gender-based violence response services, protection referrals, interventions on protection of health facilities and healthcare workers, and improving water, sanitation and hygiene (WASH) services in supported communities and health facilities. We also work with local communities and authorities to strengthen their ability to prepare for and respond to public health threats.NoRC cooperates with other RCRC Movement partners including the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC), to strengthen the results of our work.Purpose of the ConsultancyConflict and insecurity, restricted humanitarian access, natural disasters and the impacts of climate shocks are the primary drivers of humanitarian needs in sub-Saharan Africa. The global humanitarian funding landscape is rapidly evolving with the reduction of Official Development Assistance and shifts in donor priorities, resulting in decreased resources for health interventions to sub-Saharan African countries. Health needs continue to increase, with weak, fragile and under-resourced health systems unable to address existing gaps.Lifesaving health services have been halted or scaled down in many countries, including preparedness and prevention programmes, compromising the ability of communities to prepare for and respond to public health risks. There is need to diversify humanitarian partnerships to enable the Red Cross Red Crescent Movement to respond to the increasing health needs and promote sustainability of interventions.For this reason, the Norwegian Red Cross in collaboration with the IFRC, seek to engage an expert to conduct a comprehensive health donor mapping exercise with the aim of identifying partnership opportunities to support health interventions in the region.The IFRC’s Global Resource Mobilization Strategy 2030 focuses on diversifying sources of income and strengthening the resource mobilization capacities of National Societies to achieve greater impact. The health donor mapping consultancy will contribute to laying the groundwork for achievement of these objectives.Objectives of the ConsultancyThe overall objective of the consultancy is to conduct a comprehensive health donor mapping exercise and identify partnership opportunities with traditional and non-traditional donors in the target countries.The exercise will map donors funding health interventions covering the following topics:
  • Provision of primary healthcare services, with a focus on maternal, newborn and child health services
  • Provision of community health services e.g., Integrated Community Case Management (iCCM)
  • Community Health Workforce preparedness
  • Pre-hospital care/emergency medical services
  • Preparedness for public health threats/ epidemic preparedness (early warning systems, community-based surveillance, development of epidemic preparedness plans)
  • Climate resilient health systems
  • WASH services for supported health facilities and communities
  • Sexual and Gender Based Violence response
  • Protection of health care/Healthcare in Danger
  • Innovation in health
  • Health research
  • Nutrition
The mapping will focus on health interventions in the following countries: Burkina Faso, Cameroon, Chad, Ethiopia, Kenya, Mali, Nigeria, Somalia and Sudan.Deliverables * Detailed workplan: Developa work plan outlining the planned steps and timelines for conducting the donor mapping exercise for the consultancy period.
  • Donor Mapping Report: Develop a detailed report with the following information:
  • A detailed list of international and national/home donors (institutional donors, multi-lateral institutions, multilaterals, foundations, philanthropies and corporations/private sector) that have been identified, including contact information.
  • Preferred funding modalities for the identified donors. E.g., grants, contracts or service agreements and average value of funding opportunities.
  • Upcoming partnership or funding opportunities from identified donors such as annual calls for proposals.
  • Other humanitarian organizations in-country that are currently receiving funding from the identified donors for health interventions in the target countries.
  • Any risks associated with the identified donors
3. Donor Engagement Plan:
  • Prioritization of top five donors for donor engagement in each target country including rationale for prioritization.
  • Provide recommendations on how Norwegian Red Cross and the IFRC can improve positioning and engagement with prioritized donors.
4. Dissemination workshop: The consultant will facilitate a meeting with key NoRC, African National Society, and IFRC staff to share the report and discuss the main findings of the exercise.Duration of consultancy: 12 weeksLocation of assignment: Preference is for consultants with a physical presence in Nairobi, Kenya to enable face to face engagement with the NoRC and IFRC regional offices for Africa based in Kenya. However, the exercise will be conducted mostly remotely.Travel: Possibility of travel during consultancy period.Consultants profile and qualificationsThe consultant/Consultancy firm shall have the following key qualifications:Essential Qualifications:
  • Experience: A minimum of 5-7 years of experience in resource mobilisation, donor relations, or funding strategy development in the humanitarian or development sectors. Experience specifically in development of health programmes, particularly in conflict and displacement contexts will be highly regarded.
  • Expertise in donor mapping: Proven experience in conducting donor mapping exercises, particularly for international organisations, INGOs, or intergovernmental organisations.
  • Strong network or contacts with donors at country, regional or global level such as institutional donors, multi-lateral institutions, foundations, philanthropies and corporations/private sector.
  • Regional Knowledge: Experience working in resource mobilization and donor relations in the East and Greater Horn of Africa region, and West and Central Africa region or demonstrated knowledge and understanding of the donor landscape in these regions.
  • Languages: Fluency in English and French is required.
Skills:
  • Analytical Skills: Strong ability to analyse complex data and present insights in clear, actionable formats. Proficient in data collection, trend analysis, and creating strategic recommendations.
  • Communication: Excellent written and verbal communication skills, with experience preparing high-level reports, business plans, and donor-facing materials.
  • Stakeholder Engagement: Ability to engage with diverse stakeholders, including donors, internal teams, and external partners.
  • Project Management: Strong organizational skills and the ability to manage multiple deliverables within a set timeline.
Desirable Qualifications:
  • Experience with IFRC or Red Cross Movement structures and processes is a strong advantage.
  • Familiarity with funding strategies for humanitarian or development health programmes in conflict-affected and displacement settings.
  • Familiarity with innovative financing modalities and private sector partnerships for humanitarian or development organizations.
